The first step is registration at one of the Service Agency branches (Ministry of Internal Affairs of Georgia). Finding the nearest one is very simple: such centers exist in all major cities, including Batumi and Tbilisi. On site, you submit documents, fill out an application, and pay the state fee.
Right there you can sign up for the first stage of the exam or via the official website of the Ministry of Internal Affairs of Georgia. You need to select a date, time, and enter your personal details. It is important to consider that by booking theory, you are simultaneously booking the maneuvering yard test.

In Georgia, attending a driving school is not mandatory: you have the right to prepare for the exam independently. This is great news for those who already have driving experience or want to save money. However, if you are a beginner or prefer structured learning, a driving school will help you understand traffic rules, specifics of Georgian roads, and prepare for the exam. The theory exam is a computer test where you will have to answer questions on traffic rules, road signs, and the basics of safe driving. After successfully passing the closed track, sign up for the city road test at the Service Agency of MIA of Georgia or on the official website. Special routes are designated for taking the city driving test. City driving must be passed within one year of passing the closed track, otherwise you will have to start over with the theory exam.
